Okay, I've decided to bring the new ratified START Treat between the U.S. and Russia down from 100,000 feet down to ground level - perhaps this will help clarify what Barack Hussein Obama has negotiated for his people.
Let's assume that you are a married, American woman. You and your husband live in the suburbs of a good sized American city. You live next door to a neighbor with whom there has been an extended air of tension. At this point in time, the conflict has gotten so bad that you rarely speak to your neighbor.
The issues between you and the neighbor are crystal clear - you have a serious complaint about the noise he generates late at night with his stereo system and his complaint is that you and your husband do not mow the yard regularly enough.
So, tonight your husband walked in and announced that he had been over to the neighbor's house to negotiate a treaty to the conflict. You are excited! You only want things back to normal.
Your husband then sits down and explains that you and your husband have agreed to mow the yard each and every Friday, without fail. He then stands up and says that all is settled and life is good. You clear your throat a bit and ask your husband what the neighbor agreed to about the loud music late at night. Your husband's eyes hit the floor as he explains that the neighbor really doesn't think the music is that loud and perhaps it's just been a case of your being too sensitive. Your husband then says that perhaps you too have been a bit too picky about that and he told the neighbor that the two of you would just simply put cotton balls in your ears if bothered again.
